Rwanda is divided into four provinces plus the city of Kigali, and each are governed individually by a provincial governor. The governor of the Northern Province is Aime Bosenibamwe and his headquarters are located in Musanze on the Kigali-Ruhengeri road. The Northern Province is divided into five districts; Burera, Gakenke, Rulindo, Gicumbi, and Musanze.
Each district is headed by an elected Mayor who oversees the economic, cultural, and social affairs for that district. The Mayor of the Musanze district is Winifrida Mpembyemungu and her offices are located on the main Kigali-Ruhengeri road.
The Mayor continues to emphasize her support and the need for backing in these particular areas; Good Governance, Economic Development, Promotion of Justice, and Social Welfare.
The daily administration for the district is carried out by three different councils.
The District Council, which is currently headed by the District President Raphael Rurangwa. His Vice President is Anastase Rukundo, and the secretary for the District Council is Agnes Kabanda. The other members of this council are 29 elected officials from each sector within the district.
The Executive Council, which consists of three members only; Mayor Winifrida Mpembyemungu, Vice Mayor in charge of Economic Affairs Jerome Mugenzi, and Vice Mayor in charge of Social Affairs Vincent Ndayambaje.
The Security Council, which includes all of the Sector Executive Secretaries.
Each district is divided into Sectors, then Cells, and, lastly, Villages (umudugudus). The Sectors are run by a Coordinator and they are in charge of the development, education, finances, gender and cultural affairs, security, and social affairs for their specific Sector. The Musanze district is divided into 15 Sectors, 68 Cells, and 432 Villages, which brings the population to approximately 350,069 inhabitants.
Until recently, local government had limited scope, however, decentralization has given local governments new powers and authorities previously reserved for the central government.
